Nadia Holober initially began her legal practice in the field of business litigation.  In 1993, she was appointed to the San Mateo County Planning Commission and quickly developed her passion for land use and public agency/government law.  She served on the San Mateo County Planning Commission for over six years, including two terms as Chair, prior to her election to the City Council of Millbrae, California, in 1999.

 
During her two terms on the Millbrae City Council, Nadia Holober has worked with colleague City Councilmembers and County Supervisors throughout San Mateo County and the San Francisco Bay Area on an array of county-wide and regional matters.  Her county-wide and regional appointments include:

* California League of Cities Environmental Quality Policy Committee, Board Member

* Association of Bay Area Governments Executive Board, Board Member

* San Mateo County Council of Cities, Chair and Officer

* San Mateo County Local Agency Formation Commission, Chair and Board Member

* North San Mateo County Council of Cities, Chair and Officer

* Peninsula Division League of Cities, Member.

 

Nadia Holober’s legal background includes six years experience in land use and government law with the downtown San Jose law firm of Berliner Cohen.  While employed with that firm, she represented private clients on various matters and also served as deputy city attorney for a city in Santa Clara County, in which capacity she drafted agreements, ordinances and other municipal documents and generally counseled in municipal law matters.  She established her private practice in 2006.  In her years of practice, she has successfully gained approvals for private clients in permitting and entitlement matters before the Santa Clara County and San Mateo County Board of Supervisors and Community Development Departments, and City Planning Commissions and City Councils in the region.  She regularly counsels clients on all aspects of land use matters, including permitting processes, zoning and general plan requirements, and state environmental quality (CEQA) mandates.

 

Ms. Holober graduated from the University of California at Berkeley with a B.A. degree in Political Science and received her J.D. degree from U.C. Hastings College of the Law.  She is a member of the San Mateo County Association and Santa Clara County Bar Association.
